Appellate Court Seminar
This annual seminar for the Supreme
Court and Court of Appeals provides the justices and judges an
opportunity to take stock of their procedures and working arrangements,
and to ensure that appellate cases are handled as efficiently
as possible. The seminar generally includes educational programming
specifically aimed at appellate level issues, such as appellate
opinion writing and reasoning.

Children's Law Institute
The Childrens Law Institute is an
annual program of a consortium of state agencies committed to
enhancing the professionalism and expertise of the many employees
and volunteers who serve the childrens courts. Co-sponsors
include the Childrens Law Center and Judicial Education
Center of the Institute of Public Law. Participants include social
workers, attorneys, judges, CASA volunteers, Citizen Review Board
members, guardians ad litem, counselors and others working with
childrens law. The primary focus of the conference is on
child abuse and neglect, with sessions also offered on juvenile
delinquency issues. Continuing Education credits are usually available
for attorneys (including ethics), social workers and counselors.

Court Mediators Seminar
This seminar for mediators employed
in or contracting with the courts provides participants with creative
practical tools to increase success in mediation.

Domestic Violence Commissioners
Seminar
Each year JEC offers a mandatory training
for domestic violence commissioners and domestic relations hearing
officers. The seminar addresses developments in the law and procedure
of domestic violence cases, examines the psychology of domestic
violence, and offers suggestions for approaches that can prevent
recurrence of violent behavior. Problems in ethics and evidence
are also addressed.

Judicial Conclave
The judicial conclave is an annual 2-1/2
day educational program for all of the states appellate,
district, metropolitan court, and retired judges. Tribal judges,
domestic violence commissioners, hearing officers and staff attorneys
with the courts also are invited to attend. The program offers
sessions on substantive law, including annual updates on civil
and criminal law and procedure, ethics, evidence and administrative
issues, along with a "shirtsleeve" session with the
state Chief Justice that allows candid discussion of current hot
topics.

Law and Literature
Seminar
Since 1997, JEC has offered several seminars
in law and literature for judges at any level of state or tribal
court. This series has been conducted by Professor Emeritus Sanford
Lottor, who developed the program while at Brandeis University.
Participants read several short novels and stories that are then
discussed in the group. Judges are encouraged to explore the relationship
of the fictional works to their professional and personal experience.
Professor Lottor contributes a wealth of information and provocative
questions to ensure a lively and probing discussion. Readings
have included Herman Melvilles Billy Budd, Sailor, Katherine
Anne Porters story Noon Wine, Shakespeares King Lear,
Faulkners Barn Burning and Tolstoys Death of Ivan
Ilyich, among many others.

Magistrate Clerks' Conference
This annual training provides the magistrate
clerks with training in areas specific to their needs. Topics
have included court staff ethics, personnel issues, civil procedure,
customer service training, FACTS training, personal safety
tips, and communication skills, among others.

Magistrate Judges Conference
This annual training for magistrate judges
includes civil and criminal law and procedure, ethics, case management,
court security, and administrative and management issues. The
conference is conducted at the same time as the magistrate clerks
conference, so that sessions of interest to both judges and clerks
can be presented jointly, with specialized sessions conducted
separately.

Metropolitan
Court Employee Conference
This conference is for employees of the Bernalillo
County Metropolitan Court. It is designed to provide all employees
of the court with updates on procedure and administrative matters,
and to increase job satisfaction and understanding of the different
divisions of the Court.

This annual conference provides training
on a wide variety of topics for municipal court clerks, including

Municipal Judges' Conference
The Municipal Judges Education Committee,
in conjunction with JEC staff, plans this mandatory annual training
on areas of importance for municipal judges. Topics typically
covered include DWI law and procedure, court security, bail bonds,
evidence, traffic cases, ethics, legal updates, and other information
that will assist municipal judges in performing their jobs.

Navajo Interpreter Training and
Certification Program
The Judicial Education Center administers
the Navajo Interpreter Certification and Training Program. Created
by the Legislature to address the growing need for expert Navajo
court interpretation services, the program is subcontracted to
the University of Arizonas Center for Interpretation in
Tucson. Working in two-year cycles, the Center for Interpretation
solicits and reviews applications from Navajo speakers. The selected
applicants attend a training course in Tucson, followed by written
and oral testing to determine whether they have attained sufficient
proficiency to perform high level interpretation services in a
variety of judicial proceedings. The graduates are then certified
to perform interpretation services in the New Mexico courts.

New Magistrate Judge Orientation
and mentor program
This program provides new magistrate judges
with the tools for taking the bench with skill and confidence.
The training addresses civil and criminal law and procedure, ethics,
evidence, sentencing, trial procedure and practice, DWI, domestic
violence and instruction in the numerous resources available for
new judges to consult. During the orientation program new judges
meet and begin working with experienced mentor judges, who offer
one-on-one guidance on case management, procedure, trial practice,
personnel issues, and anything else, long after the orientation
program ends. The new judges attend several days of orientation
followed by the Magistrate Court Conference.
This program is provided every four years when new magistrate
judges are elected. Since this training is required for new magistrate
judges to receive certification to take the bench, videotapes
are available to magistrate judges who are appointed during the
non-election years.

Probate Judges Conferences
Each year, JEC arranges conferences for New
Mexicos probate judges. The primary program, which all probate
judges attend, takes place each January in Santa Fe in conjunction
with the Association of Counties' annual conference and the opening
session of the State Legislature. The program provides in-depth
coverage of developments in probate law, basic probate practices
and procedure including use of model forms, problem solving and
judicial ethics. There is also an optional mid-year program, usually
focusing on problem solving with experienced probate judges and
attorneys. These educational programs are organized by the Probate
Judges Association, ensuring that the content addresses
the judges needs.

Regional Programs
JEC is currently implementing a plan to institute
regional training programs for District Court staff in lieu of
the prior annual court employees conference. Each of eight
regions will have a training coordinator assigned from one of
the district courts. This coordinator will elicit training priorities
and ideas from the court staff within that region. JEC will work
with each coordinator to plan and implement the regional programs.
These programs may be specific to the region or may include statewide
presentations repeated in a number of regions.

Supervisor Training Conference
This training for court supervisors addresses
employment law, management styles, communication and team-building.
It includes tips on encouraging work habit improvements and developing
ethical skills and professionalism among court staff.

Distance Education
Programs
Teleconferences
JEC teleconferences are broadcast from the
University of New Mexico Media Technology Services Center to multiple
locations around the state, most at junior or community college
campuses. This minimizes travel by judges and court staff to the
conference while facilitating conversation about topical issues
among different courts within a region of the state. Teleconference
programs are carefully planned to include not only presentations
by knowledgeable experts, but also facilitated on-site activities
that allow participants to become actively involved in their own
learning.
DWI Teleconference
Most years JEC is able to present a statewide
teleconference on the complex and ever-evolving law of DWI.
DWI presents unique issues of procedure, scientific evidence,
treatment and sentencing that can be challenging to trial judges
of any court. With funding support from the Traffic Safety Bureau
of the State Highway and Transportation Department, JECs
DWI teleconferences have offered training on such issues as
understanding advances in breathalyzer technology; ruling on
scientific and non-scientific evidence; negotiating the complicated
sentencing statutes; and applying sentencing alternatives.

Educational Programs
JEC offers an extensive and growing
array of web-based, interactive educational programs and resources.
These include the JEC benchbook series; a unique interactive
DWI trial; an interactive Domestic Violence virtual trial; web
courses on Alternate Dispute Resolution and Domestic Violence;
online, self-paced
tutorials on a wide variety of legal subjects; up to date summaries
of new appellate decisions; and interactive resources such as
a DWI sentencing calculator and domestic violence evidence chart.

New Court
Staff Orientation
JEC is developing a web-based orientation
for new court staff. Through this interactive training program
new employees will have immediate access to information preparing
them to work within their court and the New Mexico judicial system.
The training will include the same topics that were previously
covered in JEC new staff orientation conferences, including an
overview of the courts and the law, legal terminology, sexual
harassment, bias and diversity issues, customer service training,
and topics specific to the various courts. Watch for notice of
when this training program is operational.
