Personnel Rules and Policies for At-Will Employees, effective

This memo from Lori Hatcher, AOC/HR Director, announces
the revised Judicial Branch Personnel Rules and the new Judicial
Branch Policies for At-Will Employees, approved and adopted by
the Supreme Court effective February 1, 2005. These Rules and Policies
will be supplemented by General Personnel Policies and Procedures,
which are currently in draft form awaiting review. The AOC/HR Division
will begin training on the Rules and Policies in Spring 2005.

The Personnel Rules apply to all permanent, term and probationary
employees in the Judicial Branch.
The Rules contain the following
sections: (1) General Provisions and Purpose; (2) Classification;
(3) Compensation; (4) Recruitment, Selection and Appointment; (5)
Leave and Holidays; (6) Planning, Development and Evaluations;
(7) Political Activity; (8) Records Management, Inspection and
Retention; (9) Discipline; (10) Grievance; (11) Outside Employment;
(12) Employee Fitness to Work; (13) Complaints; and (14) Furlough
and Layoff. A Glossary of Terms is provided at the end.

of Judicial Information; (8) At-Will Bailiff; (9) At-Will Court Monitor;
(10) At-Will Court Reporter; (11) At-Will Law Clerk; (12) At-Will
Real Time Court Reporter; (13) At-Will Trial Court Staff Attorney;
(14) Building and Grounds Superintendent; (15) Chief Appellate Court
Clerk; (16) Chief Staff Attorney; (17) Child Support Hearing Officer;
(18) Court Administrator 3; (19) Court Administrator 4; (20) Deputy
Director, AOC; (21) Director, Fiscal Services; (22) Director, Judicial
Information; (23) Executive Assistant to Chief Judge; (24) Special

and (27) Trial Court Administrative Assistant.
The Policies contain
