Is it allowable for the judge to speak at the fundraiser?

Not allowable. Prohibited by NMRA 21-700 (A) (3) (c) and (d) and 21-800 (B).   A judge may not make speeches on behalf of a political organization, or solicit funds for a political organization.  Speaking at a fundraiser would violate both of these prohibitions.
