Since 1997, Judge Clingman has been the District Judge of the Fifth Judicial District Court in Hobbs, New Mexico. He taught the self-represented litigant session in NJC’s fall 2013 General Jurisdiction course. Prior to taking the bench, Judge Clingman practiced for twelve years in the areas of criminal law, children’s law, commercial and transactional law, in addition to his general practice. Judge Clingman is an NJC alumnus and joined The National Judicial College’s faculty in 2011.
